The City Manager serves as the Chief Administrative Officer of the City under the direction of the City Council. The City of Collinsville operates under the Council-Manager form of government. Appointed by and responsible to the Mayor and City Council, the City Manager supervises all departments and the day-to-day operations of the City, ensuring that all laws and ordinances are enforced. He is responsible for making recommendations to the City Council regarding City operations and policies, and reviews the overall operations of the City with a focus on long term objectives regarding the City's future.

The Assistant City Manager works with the City Manager, department heads, Council members and others on a full range of City issues. The Assistant City Manager provides administrative guidance to departments to ensure the City’s goals and objectives are achieved in a timely and professional manner. He also assists in the overall daily administration, decision-making and policy direction to ensure they are in concert with the policies and goals of the City Manager and City Council.
